The movie begins with Jerry Shaw, a copy store clerk, receiving a phone call from a mysterious woman who claims to be an old friend. The woman, who is later revealed to be a CIA agent, tells Jerry that his brother, who was presumed dead, is actually alive and in danger. She convinces Jerry to go to a specific location to help his brother.

Meanwhile, Rachel Holloman, a federal witness, is being pursued by a group of assassins. She also receives a mysterious phone call that leads her to Jerry. As they try to uncover the truth behind the phone calls, they discover that they are being manipulated by a computer system known as "Eagle Eye," which can access and control all surveillance cameras and computer systems.
